Sa carrière diplomatique, débutée en 1997 au sein d’ADVANTAGE AUSTRIA, l’Organisation Autrichienne de la Promotion du Commerce Extérieur, l’a emmené successivement au Caire (Egypte), à Londres (Grande-Bretagne), et à Séoul (Corée du Sud) en tant qu’Attaché commercial. Il a par la suite occupé à Vienne le poste de Directeur Régional pour l’Afrique et le Moyen-Orient, avant d’être promu à la tête du Département Relations Publiques au siège de la Chambre Economique Fédérale d’Autriche. A ce poste, il était en charge de la Communication interne et externe de plus de 110 bureaux dans 70 pays.

Christian possède un Master en controlling stratégique et en administration des affaires de la Faculté de Sciences Economiques et de Gestion de Vienne (Vienna University of Economics and Business) et un Master en géomarketing et économie de la Southern Denmark Business School. Il est bénévole auprès l’Ordre de Malte, membre de la Royal Geographic Society, du Royal Hong Kong Yacht Club, et du China Club. Christian est le représentant du Club Alumni à Paris de l’Université d’Economie de Vienne, fonction qu’il exerçait déjà à Londres et Hong Kong. Christian est fréquemment invité en tant qu’intervenant lors de conférences sur le commerce extérieur et les investissements directs à l’étranger.

APPRÉCIATION DU RISQUE

Une croissance affaiblie par le contexte extérieur

La croissance économique autrichienne devrait marquer le pas en 2019. La demande domestique restera robuste, grâce au dynamisme de la consommation privée, qui bénéficiera, notamment, de l’augmentation du revenu disponible des ménages induite par une réduction d’impôts pour les familles (Familienbonus), ainsi que la résilience de l’investissement, liée au niveau élevé de la confiance des entreprises et à une forte utilisation des capacités de production (88,7 % au troisième trimestre 2018). Néanmoins, la demande extérieure devrait ralentir, affectant l’industrie manufacturière. Ce secteur, tourné vers l’export pourrait pâtir, en particulier, du ralentissement attendu de la croissance allemande. L’Allemagne est en effet la destination de 30 % des exportations autrichiennes. Dans ce contexte, une éventuelle escalade protectionniste entraverait également la croissance des exportations. Néanmoins, le secteur des services devrait être plus résilient, ce dernier reposant de manière plus importante sur la demande interne. Il en sera de même pour la construction, également favorisée par l’immigration, qui continuera de doper l’immobilier autrichien. Suite à l’épisode du sauvetage bancaire qui s’est achevé en octobre 2016, avec la restructuration de la dette de HETA, le secteur bancaire continuera de reprendre de la vigueur, notamment grâce au durcissement des règles en matière de fonds propres et de qualité des actifs. La profitabilité des banques devrait continuer d’augmenter en 2019, profitant de la croissance de la demande de financement des entreprises et des crédits immobiliers des ménages.

En 2019, l’inflation devrait rester stable, proche de l’objectif de 2 % fixé par la BCE et de la moyenne européenne. La demande interne exercera toujours une pression haussière sur le niveau des prix alors que la stabilisation du prix du pétrole devrait limiter son expansion.

Amélioration des comptes publics et extérieurs

Les pouvoirs publics conserveront leur politique visant à l’amélioration des comptes publics. Leur objectif d’un solde public équilibré en 2019 devrait être atteint. En effet, les dépenses ne devraient pas augmenter significativement et leur poids dans le PIB devrait se réduire. Cela se fera, par exemple, grâce à une croissance limitée de la masse salariale du secteur public et des gains en efficacité dans les administrations publiques. Toutefois, les dépenses engagées en recherche et développement, ainsi que dans les équipements technologiques, devraient être en hausse. Dans le même temps, les recettes, majoritairement issues de taxes (27 % du PIB en 2017), devraient croître de façon plus importante. Cette dynamique conduirait de nouveau à une réduction du poids de la dette publique.

Par ailleurs, l’excédent courant devrait légèrement augmenter en 2019, grâce aux revenus touristiques mis en exergue par l’excédent de la balance des services (2,8 % du PIB en 2017). Alors que l’excédent de la balance des revenus pourrait évoluer à la hausse, le solde de la balance des biens, faiblement positif en 2018, sera pénalisé par la demande intérieure favorisant les importations et le ralentissement du dynamisme des exportations. À l’instar des importations, ces dernières demeureront concentrées dans les mêmes secteurs, à savoir la machinerie, le transport et la chimie. Néanmoins, l’excédent courant sera absorbé par des investissements à l’étranger, majoritairement sous forme d’investissements en portefeuille (avec un flux net équivalent à 5 % du PIB en 2017).

Un tournant à droite qui se poursuit

Le parti populaire autrichien (ÔVP), chrétien-démocrate et conservateur, est sorti vainqueur des élections législatives d’octobre 2017, avec plus d’un tiers des sièges au Nationalrat. À la suite de ces élections, le président Alexander Van der Bellen a nommé Sebastian Kurz, ancien ministre des Affaires étrangères et leader de l’ÔVP, comme chancelier. À 32 ans, ce dernier dirige son gouvernement avec le Parti de la liberté d'Autriche (FPÔ), avec lequel il a conclu un accord pour former une coalition. Le rapprochement avec ce parti nationaliste et la droitisation de sa politique relative à l’immigration, notamment en réduisant les prestations pour les demandeurs d'asile, trouvent écho dans un pays où l’afflux des migrants a été important au moment de la crise migratoire de 2015. Le durcissement de sa politique migratoire a valu à l’Autriche des désaccords avec nombre de pays de L’UE. Une nouvelle loi, qui devrait entrer en vigueur en 2019, visant à indexer les allocations familiales sur le niveau de vie du pays d'origine des travailleurs, lorsqu’ils ont laissé leurs enfants derrière eux, pourrait être créatrice de tensions, car serait contraire au droit européen. Cependant, le gouvernement demeure pro-européen et a ainsi exclu toute possibilité d’un référendum sur une éventuelle sortie de l’UE. L’Autriche fut d’ailleurs à la présidence du Conseil européen au second semestre 2018.
